parlamentariske ordinære valg i december 2001, Hr.

Politican asylum rejected and sent back to Sri Lanka KILLED by Sri Lankan Army
His Excellency,
Hon. Ambassador,
Embassy of France,
Colombo.
07th March 2007

Dear Sir!

Massacred Tamil civilian Whose political asylum was rejected and sent back to Sri Lanka

We make humble request and bring to your kind consideration about a matter on which we expect your anticipation. Mr. Rajendram Illanchshelvan, 30 years old, civilian was murdered by Sri Lankan Security forces (SLSF) on the 28th Feb 2007 at early morning 5.50am in his residence. His address is – No, 83, Kandy Road, Nunavil Lane, Chavakachcheri.

He had four months old child named Kothai Illanchshelvan. His wife Darmila is a government servant, and teaching at J/Chavakachcheri Girls’ College. Mr.Illanchshelvan originated from Pathavathai, Ilavalai, Jaffna. Slain Illanchshelvan, when he was schooling participated in all the campaign against human rights violations of the Sri Lankan Security forces which was conducted by the intellectual society of the University of Jaffna.

SLSF massacred innocent Tamil civilians and students. SLSF did all the brutal human rights violations such as arresting, torturing, kidnapping and further sexual harassments against Tamil women. All these brutal acts were highlighted by the university students in democratic means with an assistance of School students and civilians. I wanted to emphasize that Mr. Rajendrem Illanchshelvan was an active member of all the non violent campaign and sathyagraha. After completing
his School studies he entered the Jaffna Advanced Technical Institute for his higher studies. He engaged in all the rallies and non violent campaign when he was studying there. The pure intention was behind all these programs were based on the basic aspiration of Tamils and to get the recognition of the international community.

In 2001, Tamil National Alliance was formed and they contested in Parliamentary general election in December 2001, Mr. Illanchshelvan was one of the active members in canvassing team and work hard for the victory of Tamil National Alliance.

So he was targeted and threatened to death by the Sri Lankan forces and its Para-military troopers (EPDP and PLOTE) because they lost in that election. He felt that there is a great danger to his life in residing in Jaffna. He left the country and entered France as a refugee in May 2002. He applied for political asylum in French Migration and Immigration Department by explaining his pathetic situation. But his application was rejected and finally he was arrested and sent back to Sri Lanka forcefully on 30th of august 2005. He had no other way except living in Jaffna. He got married to a girl Darmila and lived in
Jaffna. His wife and four months old child are marginalized now.

It is a real blunder and we have no words to explain these grievances.
In Sri Lanka, the government enforced two laws without the consent and support of Tamil National Alliance which represents the Tamil speaking people of North East of Sri Lanka. Such as Law of Emergency and Law of Prevention of Terrorism Act. Indeed it is very sad that real meanings of enforcing laws are not fulfilled in Sri Lanka. Sri Lankan forces have taken the laws into their hands and exercising the state terrorism in all possible means.

In Jaffna peninsula the sexual harassments against women by the Sri Lankan forces and its Para-military troopers are increasing now. We request you that not to take negative steps against the Tamils who want political asylum in your country until permanent solution is found in Sri Lanka.

Thanking You
